Southeast Michigan Consortium utilizes the Request for Proposals (RFP) process as a way to properly, and fairly, procure necessary services or goods.
This request for proposals does not commit Southeast Michigan Consortium and the Southeast Michigan Workforce Development Board to award a contract, to pay any costs incurred in the preparation of an application to this request, or to procure or contract for services or supplies. Southeast Michigan Consortium and the Southeast Michigan Workforce Development Board reserve the right to accept or reject any or all applications received as a result of this request, to negotiate with all qualified sources, or to cancel in part or in its entirety the RFP/RFQ if it is in the best interest of Southeast Michigan Consortium and the Southeast Michigan Workforce Development Board to do so. The Southeast Michigan Consortium contracting officer may require the agencies selected to participate in negotiations and to submit any price, technical, or other revisions of their proposals that may result from negotiations.
This Request for Proposal (RFP) is released by the Southeast Michigan Consortium Board (SEMCB) and is designed to secure an effective Grant Sub-Recipient and Fiscal Agent for Workforce Development Services for the Southeast Michigan Consortium. The Consortium consists of five counties: Jackson, Lenawee, Hillsdale, Washtenaw and Livingston.

Bidders may not alter their proposals after the due date. Late proposals will not be received until regular business hours (8:00 a.m. 5:00 p.m.), the next business day and are received as unsolicited proposals outside the procurement process.
A Bidders Conference is scheduled for 11 a.m. February 4, 2016 for those interested in providing grant sub-recipient and fiscal services for the Southeast Michigan Consortium. The bidder’s conference is not required for potential bidders but is highly encouraged. The Bidders Conference will be held at:

The Bidders Conference will provide prospective bidders the opportunity to ask questions and seek technical assistance with regard to services covered by this RFP. Technical assistance will not be provided outside of this conference. Prospective bidders who are not able to attend the conference may submit their questions in writing to firstname.lastname@example.org no later than Thursday, January 28 at 5:00 p.m. These questions will be answered at the Bidders Conference or in a summary of the conference that will be made available to all interested parties.
